Project Description:

Over the course of construction of the multiphase Saddle Road initiative, RockSol provided five personnel at variable times as needed for the inspection and testing work. The Saddle Road realignment, widening, and improvement project was undertaken by the Federal Highway Administration (FHWA) Central Federal Lands Highway Division (CFLHD) to bring the roadway up to modern standards for rural arterials, to improve safety and transportation conditions, and to increase the road’s traffic-carrying capacity. The projects began with the construction and paving of 7 miles of graded roadway between the Mauna Kea Observatory Access Road and the Mauna Kea State Park (completed in 2007) and reconstruction of 9 miles of existing road to the east (completed in 2008). Construction and paving of over 8 miles of additional new roadway to separate Saddle Road and military traffic through the military training area was completed in 2009. In 2010 and 2011, reconstruction of over 8 miles of roadway on the original alignment on the upper east side of the project was followed by construction of over 5 miles of roadway on the lower east end. From 2011 to 2012 on the west side of the island, new two-lane roadway alignment with 8-foot shoulders and a climbing lane were constructed for most of the 10-mile segment at the project’s western end. Between 2012 and 2013, this west side section was paved.


RockSol personnel inspected excavation, embankment, earth berm construction, culvert installations, mortared riprap aprons, rubble masonry headwalls and wingwalls, erosion control, aggregate crushing operations, and asphalt paving. RockSol also monitored the placement of all materials on-site; performed acceptance testing on all hot mix asphalt, Superpave, structural concrete and high strength grout; submitted materials samples to the Central Lab for Independent Assurance Testing; and coordinated with the quality control representative to ensure all materials were adequately tested, inspected and met specifications. A highlight of RockSol’s experience on Saddle Road was the outstanding services provided by RockSol’s Laboratory Manager between 2006 and 2013 in field testing, laboratory management, and construction inspection.
